ANALISIS PENGARUH TATA KELOLA TI TERHADAP TRANSFORMASI DIGITAL DAN KINERJA KEMENTERIAN A

Abstract


Seiring dengan adanya disrupsi teknologi digital, perubahan pola pikir dan perilaku pemangku kepentingan menuju digital, juga adanya pandemi Covid-19 telah mengarahkan berbagai organisasi untuk melakukan akselerasi transformasi digital (TD). Namun, banyak kegagalan TD yang diduga disebabkan oleh tata kelola yang kurang baik. Berbagai penelitian sebelumnya menunjukkan pentingnya tata kelola TI (TKTI) dalam mengoptimalkan sumber daya dan risiko terkait TI serta merealisasikan manfaat investasinya, tapi diduga belum tentu efektif untuk mengawal TD. Penelitian terkini telah berhasil mengidentifikasi pengaruh mekanisme TKTI hibrida (tradisional dan gesit/adaptif) terhadap kesuksesan TD, namun terbatas pada sektor swasta, serta memperhatikan pengaruhnya terhadap kinerja organisasi (KO).Oleh karena itu, penelitian tentang pengaruh TKTI terhadap TD dan kinerja organisasi pada sektor publik ini dilakukan. Penelitian ini mengambil studi kasus pada Kementerian A, yang telah mendapatkan banyak penghargaan kesuksesan TD, dengan harapan dapat mengidentifikasi praktik terbaik untuk TKTI dan TD, Data penelitian dikumpulkan melalui wawancara semi-terstruktur terhadap perwakilan three lines of defense (TLOD), triangulasi terhadap dokumen internal , lalu ikuti analisis tematik. Penelitian menghasilkan 4 tema, 16 sub tema, dan 101 kode serta berhasil menemukan bahwa mekanisme TKTI hibrida berpengaruh positif terhadap kesuksesan TD dan mendorong target KO pada organisasi sektor publik, khususnya kementerian.
